SHORT COURSES IN JOURNALISM AND MEDIA STUDIES
INTRODUCTIONThe Department of Journalism and Media Studies invites all in-service media personnel and others, who eagerly wish to broaden their scope of professional skills to apply for short courses due to start on 15th APRIL, 2013. The short courses are responsive to thechanges brought forth by the recent media technological advancement. The courses aim at acquainting students with new techniques in writing for the New Media Journalism Skills and offering videography.
COURSE OFFERED
1. New Media Journalism
Potential learners will acquire skills and techniques in writing for the New Media.
Duration: Three months (15 t h April 2013 - 5th July 2013).
2. Multimedia and TV production
Potential learners will acquire skills and techniques on how to produce
outstanding video and TV programmes.
Duration: Three months (2nd September, 2013 –22nd No vembe r, 2013).
TARGET GROUPS
The short courses generally aim at improving local media contents by upgrading and updating the skills of professionals working in the media industry. Applications from News Editors, Journalists, Public Relations Officers, Information Officers, Film Producers and Directors, Communications Managers, interested individuals and students in the field of journalism, mass communication and public relations are highly welcome.
DEADLINE
The deadline for submitting application forms is ONE week before the commencement of each course.
FEES
Tuition fee is Tsh. 290,000/= per course. The fees must be deposited to CRDB account number 01J1013485700 with Account Name: OUTMAST PROG.
MODE OF APPLICATION
Application forms are available in the Office of the Coordinator of Mwalimu J.K Nyerere Centre for Good Governance and Media Studies, located at OUT Kinondoni Centre, Mwalimu Nyerere Building, third floor-left wing (the Old Biafra secondary school). The forms can also be accessed online at OUT website: www.out.ac.tz. Dully filled application forms attached with bank pay in slip should be submitted to the Coordinator. The forms should be attached with the Course fees receipt.

Dear students
It has come to our attention that some students are confusing between the
planned face to face session which is due to take place in April 2013 and
the tuition fee of Tsh 90,000/= per unit for all programs which are
conducted by face to face mode such as B.Sc in ICT.
This is to remind you that, all students who have made a normal annual
course registration are eligible for the coming face to face session and
hence are not supposed to pay the 90,000/= as a requirement for
eligibility to attend this session as it has been misinterpreted.
Kindly further note that, all your compulsory payments are clearly
indicated in your SARIS annual fee invoice; please do not pay anything not
included in your INVOICE

CALL FOR PAPERS
Open University Law Journal (OULJ) is a bi-annual peer reviewed journal published by the Faculty of Law, the Open University of Tanzania. The journal’s key focus is on publication of high quality academic, scholarly and professional articles, comment on topical issues, critical analysis, and book reviews on legal issues covering diverse aspects of law. Since its first issue published in July 2007 OULJ has received a positive response from its local and international audience.
After a short disappearance, which aimed at upgrading the journal to a standard appropriate and in line with modern technologies, we now welcome manuscripts for publication in Volume 4, Issue Number 1 of 2013 and which will also for the first time be available online. Deadline for submission of manuscript is set on 15th April 2013.
Submission Guidelines
(a) Comment articles
Manuscripts for comment articles analysing recent cases, legislation and topical matters must range between 1500 and 3000 words with no footnotes. References should be given for citation of cases, legislation and literature, which should appear in brackets as part of the main text. All comment articles should be accompanied by a short abstract not exceeding 50 words. The main text of the comment must bear the following headings:-
A. Title (descriptive)
B. Name/Citation of relevant case/legislation/material
C. Legal context
D. Facts
E. Analysis
F. Practical significance
(a) Full-length articles
Full-length manuscripts must range between 5,000 and 10,000 words (including footnotes). Each article must be accompanied by an abstract of 150- 250 words indicating briefly the overall argument of the author. Three key words must be written immediately below the abstract. Footnotes must be kept as minimum as possible.
(b) Book Reviews
Book reviews may range between 1500 to 2000 words although review articles could be longer. The title of any book review must take the following format:-
Author/Editor Name, Book Title, Publisher, Year of Publication, ISBN, number of pages, price.
Book reviews should be clear and objective and in particularly must address these points:-
A. The intended audience
B The main argument
C The soundness of the research methods used
D Its strength and weakness
Stylistic suggestions
All manuscripts to OULJ must be written using 12 Times New Roman style in an A-4 double space format.
Name(s) of author(s), academic title and/or professional qualifications, main appointments, and email addresses must be footnoted at the first page of the manuscript.

Manuscripts in soft copies and all correspondence must be addressed as shown below:

GRADUATION 2012
JUNE/JULY 2013 EXAMINATIONS
Dear Students
Special Main Timed Test (S-MTT) and Annual Examinations (AE)
and
Supplementary Examinations (SUPP), are expected to be
conducted from 3rd
June 2013 to 21st June 2013 as indicated in the respective
Timetables.
Therefore, students are hereby informed that examination
registrations for
June 2013 Session shall commence on 10th March 2013 and end
on 20th April
2013. Along with the conditions and regulations stipulated
in the
University Prospectus of 2012/13, students should meet the
following
conditions for their registrations to be complete:
1. A student
applying for a Special Main Timed Test (S-MTT) and Annual
Exam (AE) or Supplementary Exam of a given course unit
should have:
a) Registered
for the course for this academic year.
b) Paid full
fees or the prescribed portion of it including Tuition and
examination fees, for the case of degree and non degree
students all the
fees are indicated in the invoice printed during online
course
registration.
2. A student
applying for Special Main Timed Test (S-MTT) or Annual
Examination (AE)
should note that:
a) Student is
allowed to sit for both S-MTT and Annual Exam of a given
course in the same examination session; in this case June 2013
Session.
b) If one sits
for Annual Exam (AE) without coursework a zero mark is
automatically slotted on the missing Timed Test to complete
the
assessment.
c) Each student
should make sure that there is no “RECORD EXIST” status in
the SARIS for the course that he/she intends to register for
this June
2013 session.
3. Upon exam
registration, a successful applicant will be provided with
Examination Hall Ticket (EHT) bearing student’s basic
personal
information, examination centre, and a list of approved
special tests and
exams.
4. Applicants
are advised to apply for courses that do not clash in the
time tables as no student will be allowed to sit for more
than one
test/exam during the time meant for one test/exam only or
even during
tea/lunch breaks; to minimize cases of courses clashing in
the time table,
both Jan/Feb 2013 and May/June 2013 time tables were
released in advance
to enable you make an appropriate decision.
5. Copies of
evidence of fees payment (Section 1(b), SARIS Invoice
Printout (for degree and non degree students) and other
required evidence
must be attached with the Examination Hall Ticket (EHT) to
be submitted by
the student to the Director of the respective Regional
Centre for EHT
endorsement.
6. Items
mentioned in section 5 above shall grant permission for one to
enter the examination room, so the items should be kept
appropriately by
the candidate.
7. Special
regulations for postgraduate students; any postgraduate student
applying for any of the exams category to be assessed in
this session
should have:
a) Paid a
normal annual examination fee of TShs. 30,000/=.
b) Paid
additional TShs. 30,000/= as special TT/exam fee if he/she would
be eligible but for no reasons did not inform the University
about the
postponement. Note that this is different from the normal
annual
examinations fee paid during registration for new academic
year as in 7(a)
above.
c) Have paid
full tuition fees or the prescribed portion of it as provided
in their admission letter from the Directorate of Research
and
Postgraduate Studies (DRPS).
d) Should
submit copies of fees payment evidences to their respective
regional directors for verification and subsequently being
issued with the
“permission code”(PID Code).
e) Applicant
shall use the PID codes given by DRCs to make online
examination registration and generate the Examination Hall
Ticket; the EHT
must be submitted to the DRC for approval together with
proof of payments.
8. The
Registration Mode: The registration mode will be online as follows:
8.1 PID Code
Issuance for Non Degree and Undergraduate Students
a) For the Non
Degree and Undergraduate students, the PID Code is
generated automatically from SARIS.
b) In order for
a student to be able to generate a PID Code from SARIS,
the following conditions must be met:
(i) Performed
Online Course Registration for this academic year 2012/2013.
(ii) Having
paid FULL ANNUAL TUITION FEE (i.e. 1st and 2nd installments)
as indicated in the SARIS Invoice Printout (SIP).
(iii) Acquire
OUT Receipt from the Regional Centre and his payments
recorded in the SARIS.
(iv) For
student intends to sit for SUPPLEMENTARY, should pay TShs.
5,000/= for each course with SUPP.
(v) For a
student with REPEAT CASE and intends to redo the course, should
pay TShs. 10,000/= for each repeated course i.e. TShs.
5,000/= for MTT and
TShs. 5,000/= for AE.
c) Upon completion of (section 8.1 (b)), a
student can be able to “self”
generate a “Special Randomly Generated Permission Code (PID
Code)” by
filling-in the SARIS Invoice Printout Code (SIP Code).
d) The
generated PID Code shall then be used as usual to register for
examinations and print Examination Hall Ticket (EHT).
8.2 PID Code
Issuance for Postgraduate Students
a) A student
needs to visit ANY nearest Regional Centre for authentication
and verification for eligibility to sit for the examination.
b) Note that,
all postgraduate students shall be eligible to register for
examinations and given a PID Code if he/she has submitted a
proof of
paying the remaining 50% of the Tuition Fee and Examination
Fee (TShs.
30,000/=) and all other university fees.
c) Upon
verification of (8.2(a-b) above), the DRC will issue the student
with a "permission code (PID Code)" which will be
used to access the
system for self registration. This is expected to reduce a
number of
problems including misplacement of documents, claims for
incorrect
registration data, time limits, etc. Note that previous
"permission codes"
(e.g. those issued/used in Jan/Feb or earlier) are not
re-usable.
8.3 The
availability of EHT is instant upon completion of registration and
confirmation by the respective student. However, students
are advised to
carefully follow the online/inbuilt instructions available
in the system
to avoid unanticipated results on the EHT as no excuse will
be accepted
for failure to follow the instructions.
8.4 The system
will be available at http://des.out.ac.tz
(or
http://www.out.ac.tz)
from 06th March 2013 to 20th April 2013.
9 PID Code
Issuance for Foreign Students
PID code can be obtained if one has met the following
conditions;
i. Performed
Online Course Registration for this academic year 2012/2013.
ii. Pay the
tuition and examination fees (and any other prerequisite
fees) as detailed in
your admission
letter
Then, the candidate must contact the International Students
Office (ISO)
through iso@out.ac.tz for issuance of PID code
10 EHTs
APPROVAL: An EHT will only be recognized officially after having
been approved by the respective DRC. Therefore, students are
required to
consult the DRC for the approval before the Examinations/TTs
start.
NOTE:
(i) A student
is supposed to submit duplicate copies of his/her "raw" EHT
to the DRC for approval whereby the original is for the
student and the
copy should be left at the Centre.
(ii) Upon
approval, the student should write his/her name in the list of
prospective candidates and sign.
(iii)
Candidates will only be allowed to attend the approved tests/exams
at examination centre(s) indicated on their EHTs.
Please, observe the deadline to avoid last minute rush.
Please also note that the deadline for payment of second
installment of
fees was set to 5th March, 2013. Penalty of 20,000 Tsh will be imposed
for any late payment of fees.
